How Egyptian social insurance contributions work

Social Insurance and Pensions Law No. 148 of 2019 covers every employee in Egypt. Contributions are a percentage of the insurable wage, which is held between a yearly minimum and maximum set by the National Organization for Social Insurance (NOSI).

Insurable wage = min(max(wage, 2,700), 16,700) · Employee = 11% · Employer = 18.75%

Worked example

An employee insured on EGP 10,000 a month:

  • Employee: 10,000 × 11% = EGP 1,100
  • Employer: 10,000 × 18.75% = EGP 1,875
  • Total: EGP 2,975 a month

Someone earning EGP 25,000 pays on the EGP 16,700 maximum only: EGP 1,837 from the employee and EGP 3,131.25 from the employer.

Exceptions to know

  • The work-injury cash-benefit part (0.5%) can rise with the risk of the workplace, and government units pay a reduced rate (Art. 46).
  • In governorates already under the Universal Health Insurance system (Law 2/2018), health-care contributions are paid to that system instead.
  • Employers, self-employed people and Egyptians working abroad contribute under different rules.

Frequently asked questions

What are the social insurance rates in Egypt in 2026?

For private-sector employees under Law 148/2019: 11% from the employee (9% old age, disability and death; 1% sickness; 1% end-of-service reward) and 18.75% from the employer (12% old age, disability and death; 3.25% sickness; 1.5% work injury; 1% unemployment; 1% reward).

What are the minimum and maximum insurable wages for 2026?

From 1 January 2026 the minimum insurable wage is EGP 2,700 and the maximum EGP 16,700 a month, up from EGP 2,300 and EGP 14,500 in 2025. Contributions are not charged on pay above the maximum.

Will the rates change in 2027?

Article 19 raises the old age, disability and death rate by one percentage point every seven years from 2020, split equally – so from January 2027 it becomes 12.5% for employers and 9.5% for employees. The wage limits also rise each January.

Is the insurable wage the same as my gross salary?

Not always. Law 148/2019 defines the insurable wage (أجر الاشتراك) as the wage components set by the executive regulations, and it is then held between the yearly minimum and maximum. Your payslip or the NOSI portal shows the wage you are registered on.
